Tasheel Government Services is an Amer center. That surprises people, because "Tasheel" is the everyday word for MOHRE labour counters. But this Oud Metha business sits on GDRFA's list of licensed Amer centers, so the work it can submit is residency: entry permits, residence visa issue, renewal and cancellation, in-country status change, visit visas and data amendments.
Three similar names, three different licences
Dubai has a cluster of names that sound alike and do different jobs:

The first three are all in Oud Metha and all grouped by our research under Ontime, whose website names an "Oud Metha Center" among its branches. We could not confirm that the three licences share one front door, but if they do, a family visa that needs a fresh Ejari or a hire that needs a permit and a visa could be done on one visit.
Getting it right
