Happiness Lounge Government Transactions Center L.L.C is a GDRFA-licensed Amer center. The name can confuse people: Dubai Economy once used "Happiness Lounges" for some of its own service halls, but this is a private company holding an Amer licence, not a government lounge.
Where it is: two answers
GDRFA's list puts it in Bur Dubai, "opposite Dubai TV", which our map places in Umm Hurair. The operator's website, happinessdxb.com, carries the same company name in its footer but gives the address as Khalid Bin Al Waleed Street, Al Karama. It may have moved, or the site may show a different counter. Phone before you go and ask for the street and building.

That mix means the group can cover both halves of an employment visa: the MOHRE work permit and the GDRFA residence file. Ask which counter takes which step.
What the operator lists
Its site lists Amer files, DET licence work, Tasheel and Tawjeeh, Dubai Courts documents, medical fitness bookings, translation and attestation. Hours are not published.
