Alyalayis Government Tansaction, Alkifaf Branch, is one of four Amer counters the Al Yalayis group runs under GDRFA licences. GDRFA places it in the Dubai Municipality Building at Al Kifaf Center. The "Tansaction" spelling is how it appears on the official list, so that is what you will see when you search for it.
A visa counter in a government building
Being inside a municipality building does not make this a government office. It is an investor-run Amer center. It types and submits the same residency files as any other Amer: new entry permits, residence visa issue, renewal and cancellation, status change inside the country, visit visas and corrections to personal data. GDRFA decides the outcome, not the counter.
Visa and labour work in one trip
The useful detail here is the neighbour. MOHRE lists a branch of Alyalayis Government Transactions Center at "Al Kafaf, Building 1", which is a Tasheel licence. If you are hiring someone, the work permit comes first at a MOHRE counter, then the residence visa goes through Amer. Having both licences from one group in Al Kifaf can save you a second drive, but we could not confirm the two sit in the same building, so ask. See the Al Kifaf Tasheel branch page.
Other counters if this one is busy
Karama and Bur Dubai are next door and have far more Amer centers: compare them on our Karama and Bur Dubai pages. For what a renewal needs before you queue, read the visa renewal guide.
