Business Bay has only 3 centers on the official lists, but they cover the two halves of company paperwork: 2 Amer centers for GDRFA residency and 1 Tasheel counter for MOHRE labour work. There is no Tadbeer, Ejari trustee or GDRFA section in Business Bay. For an office-based company, that mix is enough for most staff files.

The Al Yalayis Government Transactions group is the largest operator in Dubai on the official lists, with 8 licensed points, including a Jebel Ali branch and one in Al Yalayis. EQC / Boulevard also has a second MOHRE licence in Dubai. First Track is a single licence.
Company work: which counter does what
A new hire on a mainland licence passes through both systems, in this order:
- MOHRE work permit at Tasheel (Boulevard, Bay Avenue Mall). MOHRE's two-year work permit fee depends on your company category: AED 250, AED 1,200 or AED 3,450, plus the AED 50 application fee.
- GDRFA entry permit or status change at an Amer center (Al Yalayis or First Track).
- Medical fitness test and Emirates ID biometrics.
- Residence visa issued through Amer, valid 2 years for private sector staff.
If your company does not yet hold a GDRFA establishment card, an Amer center can start that first. GDRFA's issue fee is AED 200 plus 5% VAT and the processing time is 48 hours. The employment visa page has the full fee table.
What a Tasheel counter may charge
A MOHRE business services center may add at most AED 72 per service on top of federal fees. In the market, typing fees run about AED 40 to 200 per form and Amer service charges about AED 100 to 300 per GDRFA transaction, according to published price lists of Dubai typing centers, PRO firms and free zones, checked . Ask for the breakdown before you pay.
When the company has many staff
