Dubai Chamber of Commerce attestation, for most companies, means the certificate of origin: Dubai Chambers issues it to members for AED 100, plus AED 5 for each invoice page after the fifth and AED 5 per packing list page, online through Dubai Chambers Connect or the app in about two hours. For an MOA, a power of attorney or a board resolution, the stamp you usually need is MOFA's, not the Chamber's.
Certificate of origin: fees and documents
Buyers abroad often need a certificate of origin for their own customs clearance. It states where the goods come from.
| Item | Fee |
|---|---|
| Certificate of origin | AED 100 |
| Each commercial invoice page after page 5 | AED 5 |
| Each packing list page | AED 5 |

What to upload depends on the shipment:
| Shipment | Documents |
|---|---|
| Every shipment | Commercial invoice |
| Direct shipment | Add the bill of lading |
| Goods of UAE origin | Add the industrial licence and the factory invoice |
| Transshipment through Dubai | Add the Dubai Customs transit bill |
A transshipment depends on a Dubai Customs record, and trading through Dubai Customs needs the company to be registered with it first. If you have not done that, start with the Dubai customs code page.
Membership comes first
Because the certificate is members only, an expired or never-opened membership stops the shipment papers. Check the company's membership status in Dubai Chambers Connect before the goods are booked, not on the day the forwarder asks for the certificate. The membership fee and non-member rates are set by Dubai Chambers and are not quoted on this site, so read them in your account.
Signature attestation and other member services
Dubai Chambers also offers members services such as attesting a signatory's signature on a business letter or contract. Check the current fee and the documents in Dubai Chambers Connect, because they are not confirmed here. The signatory has to be the person the company's records name as authorised.
A Chamber stamp does not make a company document valid for UAE banks and authorities. That is MOFA's job: an MOA, a commercial power of attorney or a certificate of incorporation goes through the MOFA route described on company document attestation in Dubai.
Chamber, MOFA or embassy: which stamp?
| You need | Go to |
|---|---|
| Proof of where goods were made, for the buyer's customs | Dubai Chambers, certificate of origin |
| A company document accepted by UAE authorities or banks | MOFA, see company document attestation |
| An import invoice attested | MOFA eDAS, see the same page |
| A personal certificate such as a degree | MOFA personal route, see certificate attestation |
| A document accepted in another country | That country's embassy, usually after UAE stamps; ask them first |
The destination country decides which stamps it accepts. Before you pay for anything, ask the buyer, their forwarder or their embassy for the list in writing. A request for an "attested invoice" can mean a certificate of origin, MOFA invoice attestation or embassy legalisation, and each is a different office.
Does Dubai Chambers issue trade licences?
No. A Dubai mainland trade licence comes from the Department of Economy and Tourism (DET). The Chamber's role is membership and member services like the certificate of origin. To renew or change the licence itself, see trade licence renewal or trade licence amendment.
Where Chamber requests go wrong
- Membership lapsed. The system will not issue the certificate.
- Invoice and packing list do not match. Quantities and descriptions should be the same on both, or the application comes back.
- More invoice pages than expected. Each page after the fifth adds AED 5, so a long invoice costs more than the headline AED 100.
- Missing transit bill on a transshipment. Get it from Dubai Customs before you apply.
- Wrong stamp for the buyer. A certificate of origin is not invoice legalisation.
Sending an export file for the Chamber step
Send the invoice, the packing list, the destination country and the exact wording the buyer or bank asked for. The partner team first confirms which stamp is needed, then checks the company's Dubai Chambers membership and customs registration, applies through Dubai Chambers Connect and arranges any MOFA or embassy step after it. Files usually come back because the membership has lapsed or the company name differs between the invoice and the licence, so both are checked first. Before anything is filed you get one total, with the Chamber and any MOFA fees shown apart from the service charge. Other runner work is on the document clearing page.
