A baby born in the UAE to expatriate residents needs a passport and a residence visa within 4 months of birth. That deadline comes from Article 12 of the UAE residence law, which adds a daily fine for every day after it. In Dubai the residence is filed with GDRFA under the family service, the government fees are small, and there is no medical test for a baby.
The 4-month deadline
The UAE residence law (Federal Decree-Law No. 29, Article 12) says a foreign resident with a newborn in the State must, within 4 months of the birth:
- obtain documents proving the baby's identity under the home country's rules, which in practice means the passport;
- confirm the baby's residence.
Miss it and an administrative fine is charged for each day, at a rate set by the Cabinet. Article 13 lets the authority waive all or part of the fine, so if you were delayed for a real reason, such as an embassy backlog, keep the proof.
ICP's fine schedule lists newborn registration among the items charged AED 50 per day. Some guidance quotes a higher daily rate for newborns, and no live government page confirms it, so treat AED 50 a day as the floor and check the actual amount on the GDRFA fines inquiry if you are late.

The order that saves time
| Step | Where | What can slow it |
|---|---|---|
| Birth certificate | The hospital where the baby was born | Names spelled differently from your passports |
| Passport | Your embassy or consulate in the UAE | Embassy queues, extra home-country registration |
| Residence visa | GDRFA app, Amer center or GDRFA center | Your own visa close to expiry |
| Emirates ID | ICP, filed with the residence | Photo rejected |
The passport is the step you do not control. Book the embassy appointment as soon as you have the birth certificate. Read your embassy's page in the first week to see what it wants with the application.
Documents for the residence
- Baby's passport and a recent colour photo on a white background.
- The Dubai birth certificate.
- Sponsor's passport and valid residence.
- Sponsor's salary certificate or employment contract.
- Tenancy contract registered on Ejari, or a title deed.
- If the mother is the sponsor: the father's no objection letter.
GDRFA's family residence page asks for proof of kinship and suitable housing, and the birth certificate covers kinship. GDRFA's guidance is reported to ask for the original UAE birth certificate; the home-country and embassy attestation chain is for children born abroad.
The sponsor must meet the normal family salary rule: AED 4,000 a month, or AED 3,000 plus accommodation.

Other costs
- Passport: set by your embassy.
- Health insurance: ask your insurer to add the baby or quote a separate policy.
- Typing: typing centers usually charge about AED 100 to 300 per family application, from published price lists of Dubai typing centers, PRO firms and free zones, checked .
The same price lists put a child's first year at about AED 3,000 to 5,000 all-in, but that range is for children brought in from abroad, with entry permits. A newborn skips the entry permit and the medical, so expect to pay less.
The residence runs with yours
The baby's visa cannot outlast the sponsor's. If your residence expires in 3 months, the baby gets 3 months, and you will pay for a renewal soon after. If your own visa is near the end, renew yours first, see visa renewal in Dubai, then file the baby on the new dates.
If you are already late
- Check the fine on the GDRFA fines inquiry with the baby's details.
- If you have a reason, such as an embassy delay, bring the proof and ask about an exemption.
- Pay and file the residence the same day, so the count stops.
Our overstay fine page explains how daily fines work for adults, and the visa status check page shows how to look up the baby's file once it exists.
Where to apply
File on the GDRFA website or app with UAE Pass, or at any Amer center. Our Amer centers near you page lists them by area. If the sponsoring parent holds a visa from another emirate, the file goes to ICP. Twins, or a second child born while you also sponsor older children, follow the same route; see the family visa page for the older children.
Getting your baby's residence filed
Send the birth certificate, the baby's passport (or tell us it is still at the embassy), a photo, your passport and visa, salary certificate and Ejari. The partner team checks the baby's name across every document, since a spelling that differs between the birth certificate and the passport is the classic newborn delay. It counts the days left before the 4-month mark and files the residence and Emirates ID as soon as the passport is ready. If you are already late, it checks the fine before filing. You get one total price first, with GDRFA fees and the service charge listed separately.
