The Amer center Al Twar residents usually mean is Altwar Government Service Center, one of 2 Amer centers on GDRFA's list here; the other is Al Hijrah Businessmen Services in Al Twar 1. What sets Al Twar apart is GDRFA itself: its Tawar Center Section in Al Tawar 2 and its Free Zone Section at Dubai Airport Free Zone are two of the 9 centers GDRFA runs directly.
GDRFA in Al Twar: two sections
| GDRFA center | Address as published | Typical users |
|---|---|---|
| Tawar Center Section | Al Tawar Municipality New Building, Al Tawar 2 | Residents with cases an Amer center cannot complete |
| Free Zone Section, Dubai International Airport | Dubai Airport Free Zone, Al Tawar 2 | Companies and staff in the free zone |
Both publish the same timetable: Monday to Thursday 07:30 to 19:00, Friday 07:30 to 12:00 and again 14:30 to 19:00. In Ramadan, 09:00 to 17:00, and on Friday 09:00 to 12:00 and 14:00 to 17:00. Source: GDRFA customer happiness centers list, checked .
"Amer center DAFZA" is a GDRFA counter
The GDRFA counter at DAFZA is the Free Zone Section. It is GDRFA's own office, not a private Amer licence, so GDRFA's published hours apply and you deal with GDRFA staff directly. GDRFA's list places it in Al Tawar 2, inside Dubai Airport Free Zone, rather than at the airport terminals.
The two Amer centers
Altwar Government Service Center is listed under Deira, Al Twar. It belongs to Al Burj Holding, a group with 5 licensed points in Dubai: this Amer counter, Tassheel Business Center (one in the Al Twar Centre, Al Qusais 2, and one unplaced), and the Al Tabu Ejari trustee centers in Al Qusais and Al Barsha. So one operator covers residency work and Ejari registration, at different addresses.
Al Hijrah Businessmen Services Br is listed in Al Twar 1 and has no other Dubai branch on the official lists. Neither Amer center publishes hours.
Tasheel and the missing pieces
Al Urban Al Arbia Businessmen Administrative Services is the one MOHRE business services center with an Al Twar address. Al Twar has no Tadbeer, Tawjeeh or Ejari center on the official lists.
People also search "Al Tawar typing". GDRFA spells the district Al Tawar, others Al Twar, and both point here. No official register covers private typing shops, so the 8 private offices in the list (3 typing shops and 5 clearing offices, such as Al Towar Typing & Photocopying in Al Twar 1) come from public business directories. Check them on the map before you go. For what a typing shop can and cannot do, see typing center services.
Which counter to pick
- Routine residency work (renewal, cancellation, entry permit): Altwar Government Service Center or Al Hijrah.
- A case an Amer center is unable to complete: Tawar Center Section.
- Free zone company files: the Free Zone Section.
- Work permits and labour contracts: Al Urban Al Arbia, or the Tasheel centers in Al Qusais.
Our Amer, Tasheel and typing comparison explains the split in more depth.
What the counters charge
In Al Twar, as elsewhere in Dubai, the counter's own charge sits on top of the government fee: about AED 100 to 300 per transaction at an Amer center and AED 40 to 200 per form at a typing shop, going by published price lists checked . MOHRE caps a Tasheel center's commission at AED 72 per service.
