Alyalayis Government Transactions Center L.L.C holds a MOHRE licence as a business services and guidance center, the kind of counter Dubai still calls Tasheel. MOHRE's own listing gives its address as "Bar Dubai", a typo for Bur Dubai, with nothing more. Note the spelling: "Transactions Center" is the MOHRE company, while the group's Amer branches are registered as "Government Tansaction".
Labour files, not visas
At a MOHRE counter you deal with the employment side of a hire: the work permit, the signed labour contract, the labour card and the company's establishment file. The residence visa itself is a GDRFA file and goes through an Amer center afterwards.
What a new permit costs in government fees is published by MOHRE:
