Dubai National Government Services is a private company with a GDRFA Amer licence in the Umm Hurair area of Bur Dubai. The word "National" is part of the trading name only. It is not a federal or Dubai government office, and it cannot make a decision on your file. It prepares and submits applications, and GDRFA approves or rejects them.
The public record is thin
GDRFA gives the location as "Umm Hurair area" and nothing more. We found no website, no building name and no published hours. That does not make it a weak option, only one you should phone before visiting. Ask for the building, the floor and whether it takes walk-ins.
