Icl Government Transactions Center is the only GDRFA-licensed Amer center we have in Muhaisnah. GDRFA lists it as "Deira, Muhaisnah Fourth", which is Muhaisnah 4. We found no website and no published hours, and we do not know what the letters ICL stand for.
One licensed counter among a dozen shops
Our data has 13 typing points in Muhaisnah: this Amer center plus nine private typing shops and three clearing offices, mostly in Muhaisnah 4 with a few in Muhaisnah 2. That split is useful to understand:
- At ICL: anything GDRFA, such as residence visa issue and renewal, entry permits, status change, visit visas, data corrections and visa cancellation.
- At a private typing shop: forms, letters, translations, photocopies and photos. They cannot submit the visa.

Not every errand here is an Amer job
Labour files (work permits, contracts) need a Tasheel center; none is listed in Muhaisnah, and the closest group is in Al Qusais.
If ICL is closed or hard to find
The Al Qusais counters are a short drive north and several have full addresses, including Bin Shabib Mall and Al Qusais Plaza. See the Al Qusais page.
