Amer Eagle Government Transaction Center is the GDRFA-licensed counter of the Eagle group. GDRFA's list gives no street for it, so we took the address from the group's MOHRE record, and the group's own website, eaglejk.com, confirms it: Al Owais Building, ground floor, Al Ittihad Street, Al Khabaisi.

Saturday closes early, at 15:00, which is earlier than many Deira counters. Sunday is not listed.
The two Eagle licences
The group holds this Amer licence and a MOHRE Tasheel licence under the name Eagle Management Services Amer, at the same address. Despite "Amer" in that second name, it is the labor-side licence. The website also lists DET, Dubai Courts, Dubai Health and MOFA work, family and employee residence, and company setup on the mainland and in several free zones. Only the Amer and Tasheel licences are on official lists we checked.
Al Khabaisi alternatives
Al Ittihad Street has a cluster of licensed counters. Falcon Vision is on the same road, and Amer 24/7 behind Abu Baker Al Siddique Metro Station is the late-night option. Private shops are on the Al Khabaisi page.
