Takhlees Real Estate Services Trustee is one of only 7 real estate trustee centers on the Dubai Land Department list, the counters licensed to register, renew and cancel Ejari tenancy contracts. DLD puts it in Al Buteen, Deira. The operator's own site is more exact: ground floor of Creek Tower on Baniyas Road, beside the Dubai Land Department building.
Counter or app?
Most tenants can register Ejari on the Dubai REST app or the DLD website without visiting anyone. The price difference is set by DLD:

A trustee counter makes sense when the online upload keeps failing, when someone is registering on your behalf, or when you'd like a person to check the contract first. DLD quotes about 25 minutes at the counter, not counting the queue. Bring the original unified tenancy contract and the applicant's ID. A representative with a power of attorney issued in Dubai can give the number; one issued in another emirate must bring the document.
More than Ejari
Takhlees lists other services on its website: Rental Disputes Center work, private notary, legal translation, management consultation and corporate services. The DLD list confirms the Rental Disputes Center applications. The site also mentions a newer Business Bay office in the Dnata Travel Building on Sheikh Zayed Road; that address is not on the DLD trustee list we checked, so confirm which office handles Ejari before going.
Timing
DLD gives Monday to Friday 08:00 to 16:00 and Sunday 09:00 to 14:00. That is a short day by Deira standards. Saturday isn't listed.
