Almanara Center Section is GDRFA's own customer happiness center in the Almanara Municipality Building on Sheikh Zayed Road. The "Amer Al Manara center" can mean this GDRFA office or the private Amer center listed at the same municipality address. The two are different kinds of counter, and picking the right one saves a wasted trip.
The GDRFA section
Hours as GDRFA lists them: Monday to Thursday 07:30 to 19:00; Friday 07:30 to 12:00, then 14:30 to 19:00. In Ramadan, 09:00 to 17:00, and Friday 09:00 to 12:00 and 14:00 to 17:00. No Saturday or Sunday hours. This counter is for residency matters and for files that a private Amer center has said it cannot finish.
The Amer center at Al Manara
Al Taresh Government Services is a GDRFA-licensed Amer center. Its listing reads "Dubai Municipality, Al Manara Centre, Sheikh Zayed Road", which points to the same municipality complex, though we have not confirmed it is the same building. GDRFA publishes no hours for it. Use an Amer counter like this for the everyday jobs: entry permits, renewals, cancellations, status changes and visit visas.

A third "Manara" office
The RTA also has a customer happiness center at Al Manarah. It deals with vehicles and driving licences, not residency. Check which authority sent your appointment before you set off. A visa question taken to an RTA counter, or the other way round, costs you the trip.
