Dubai South has no listings of its own in the GDRFA, MOHRE, DLD or private directory data. The closest licensed counters on the official lists are in Al Lisaili and Al Yalayis. GDRFA runs a customer happiness center there, the Alissely section, next to two Amer centers, High Sky Government Services and Alyalayis Government Transaction. Dubai Investments Park adds an Amer and a Tasheel center. All 17 entries are below.
GDRFA's own counter, not an Amer branch
Most of Dubai's visa counters are Amer centers, private companies licensed by GDRFA. The Alissely section is different. It is one of GDRFA's 9 customer happiness centers, run by GDRFA itself, and the place for files an Amer counter cannot close: approvals, some violations, complex cases. GDRFA lists its hours as Monday to Thursday 07:30 to 19:00, and Friday 07:30 to 12:00 and 14:30 to 19:00. The comparison guide explains which counter takes which file.
Who uses these counters
Dubai South and its neighbors are mostly logistics, aviation and business land, with apartment and villa clusters. So the common jobs are company files rather than household ones:
| Job | Licensed counter on the list |
|---|---|
| Staff residence visa, renewal, cancellation | High Sky (Al Lisaili), Alyalayis (Al Yalayis), Quality Government Services (DIP) |
| Work permit, labour contract | Ontime D I P (Tasheel), Almarzam in Dubai Industrial City (Tasheel) |
| Hard cases, approvals | GDRFA Alissely section |
| Forms and photocopies | 12 private offices in DIP and Green Community |
Two of the DIP offices are named Tasheel but HiDubai files them as clearing offices. They are not MOHRE centers.

A new work permit costs AED 50 to apply plus AED 250, AED 1,200 or AED 3,450 depending on the company's MOHRE category. MOHRE processes it in 2 working days through its app or website. Residence for the employee then goes to GDRFA: online with UAE Pass, at an Amer center, or at Alissely. For a company with several hires, the partner team can run the work permits, medicals, Emirates ID biometrics and visas together: see employment visa in the UAE and company services.
