Tathqeef For Integrated Government Services L.L.C is a GDRFA-licensed Amer center in Al Quoz. Its name is the interesting part: "tathqeef" is Arabic for education or awareness, and MOHRE lists a second company, Tathqeef Workers & Employers Guidance Center L.L.C, as a Tawjeeh center. That guidance center is one of 8 on the MOHRE list whose names point to guidance work.
Three counters, one hire
Hiring a worker in Dubai touches three kinds of counter, and the Tathqeef name covers two of them:

MOHRE's employment contract rules send workers at skill levels 5 to 9 to a guidance workshop when the contract is issued or renewed. So a company hiring for those levels may use the Tathqeef guidance center for the session and this Amer counter for the visa, with a Tasheel center handling the permit in between.
What we could not pin down
GDRFA writes the address as "Bur Dubai, Al Quoz" and MOHRE gives none for the guidance center. We found no operator website. Do not assume both are in the same building, and call before going.
